Cable gripe resolved

It's been several months and my new cable company is much more reliable than the previous one, Cable One.
There are still the occasional outages. But there's been only a handful of times the outage lasted more than a few minutes.
Things are working so well I am going to move the cable modem and the AirPort out of the living room. And I am going to retire the signal booster.
